This is a bit weird...
From the looks of it, it almost sounds like an overworried parent who is really into parental control or something i dunno...what is stated here is the parent actually giving his son permission to be recruited or something by us AND he is also giving permission to Dragons to store the information filled in the electronic register form.
I recognize the first part of it as the normal online register form and i can only suppose that the parent has added a few items...

Anyway, never give your password in plain text to _ANYBODY_
Passwords are storred allways everywhere encrypted usual.

Maybe he is under 13 years old and he want to register an account on our forum.
I don't remember exactly, because is quite a time since i administrated some forums, but i think that is a request from registration form if you click 'I Agree to these terms and am under 13 years of age'.
